NEW TOWN, Florida—A Florida man has been sentenced to 20 years in federal prison and ordered to pay more than $2 million in restitution to two women who were allegedly sexually abused by men.
Tris LaPlante, 59, of West Palm Beach, and Elizabeth Mancini, 63, of Fort Myers, will receive $5,500,000 in restitution, the U. S. Attorney for the Northern District of Florida, Special Agent in Charge U. Secret Service Patrick J. Zanella, Special Agent in Charge John J. Cuzick, Special Agent in Charge of the Food and Drug Administration, and Special Agent in Charge of the U. Food and Drug Administration announced Wednesday.
LaPlante and Mancini were arrested by U. Customs and Border Protection in March 2015 after they allegedly sold Viagra for about $40 to a friend.
The Food and Drug Administration also announced that it will seize the stolen medication at the Miami International Airport on Wednesday.
Mancini pleaded guilty to federal trafficking in counterfeit pharmaceuticals and counterfeit prescription drugs in April 2015 and also entered a $2 million plea in federal court Wednesday.
The charges against LaPlante and Mancini are related to the alleged investigation by U. Customs and Border Protection.
The Food and Drug Administration is responsible for the oversight of the FDA and the enforcement of the laws of the United States. The agency also handles the importation and sale of controlled substances in the United States.
According to federal law, any person who purchases or sells prescription or over-the-counter medication or other controlled substance must be accompanied by a licensed pharmacist, and must present a valid prescription from a licensed physician.
“This is a red flag that something may have gone wrong,” Zanella said.
“This is not the first time we’ve encountered this type of situation.”
LaPlante was arrested and charged with three counts of counterfeit prescription drugs, which were sold to a woman and her partner after she had been sexually abused.
The first count of the charges against LaPlante is related to the alleged investigation by the Food and Drug Administration.
According to the Department of Justice, the Food and Drug Administration also has the authority to issue a subpoena from the Department of Homeland Security. The subpoena is designed to investigate drug manufacturing and distribution practices, and the Food and Drug Administration is also responsible for the supervision of the investigation.
“The FDA has jurisdiction over pharmaceutical production, distribution, importation, and importation,” Zanella said. “These types of investigations are important for ensuring that the FDA is not in violation of our laws and regulations.”
“It’s important to note that this investigation is an opportunity to inform all government officials about the pharmaceutical industry,” she added.
“The FDA is responsible for ensuring that pharmaceutical products are properly regulated.”

New Zealand's health authorities are warning about the possibility of a fake Viagra prescription coming from overseas.
In a recent report, Customs and Border Protection officers seized more than 300 shipments of fake Viagra tablets, which they say pose a serious risk to the health of consumers and their pets.
The counterfeit medication is used to treat erectile dysfunction (ED), a condition affecting up to 80 percent of men in New Zealand.
It is made from the prescription of a group of drugs called phosphodiesterase type 5 inhibitors and contains the active ingredient sildenafil, which can relax the smooth muscles of the penis and help to increase blood flow.
It is used to treat pulmonary arterial hypertension (PAH), high blood pressure in the lungs, and to treat erectile dysfunction in men.
Phosphodiesterase type 5 inhibitors are a group of drugs that are used to treat erectile dysfunction, which causes the blood vessels in the penis to relax, allowing for more blood to flow into the penis.
The products were bought in overseas markets and may be counterfeit. However, some foreign consumers say they purchased them here in the United States.
'Counterfeit drugs' have caused serious health and safety problems in the past, with some patients being diagnosed with PAH.
According to the National Health Service, one in five men who take the drug Viagra or another type of medicine has been diagnosed with pulmonary arterial hypertension.
The high blood pressure is the leading cause of death in New Zealand.
The drug also is linked to a higher risk of serious complications from its use, including heart attack, stroke, and death.
This risk is higher among people who have a history of heart disease, high blood pressure, or who are overweight, or a smoker.
The National Health Service, the agency responsible for the monitoring of and investigation of health problems, said it has found that more than 60,000 people have been diagnosed with heart disease in New Zealand.
'Viagra is the most counterfeited medication in the world. It is a serious, potentially fatal drug,' the agency said in a statement.
'The health and safety of consumers is our utmost priority.'
Counterfeit Viagra tablets are manufactured by Pfizer and contain a number of inactive ingredients that could be harmful to your health and may not be effective in treating your condition.
The drug is used to treat erectile dysfunction in men.
The pills are not made of plastic or are coated with a chemical called sildenafil, which is found in some prescription medicines.
The active ingredient is sildenafil, which can relax the smooth muscles in the penis, and the tablets contain the active ingredient sildenafil citrate, which is a type of drug known as a phosphodiesterase type 5 inhibitor, or PDE5 inhibitor.
The pills are taken by mouth, with or without food.
This is in response to the increasing awareness of erectile dysfunction among men.
Pfizer said it is working with the New Zealand Medicines Control Council (NZMAC) to identify counterfeit versions of the medicine. The product was found to contain the wrong amount of sildenafil.
According to a statement, Pfizer received more than 150,000 reports of counterfeit Viagra tablets in the past few months.
A spokesman for Pfizer, which makes the pills, said: 'The product is safe and effective and does not pose a serious health risk to the public.
'Pfizer is aware of the possible risks associated with this drug and has identified other medicines that may contain sildenafil as well.
'We are working with the NZMAC to ensure that this drug is sold under the appropriate licence to the appropriate authorities in New Zealand.'
A spokeswoman for Pfizer said: 'Pfizer is aware of the possible risks associated with this drug and has identified other medicines that may contain sildenafil as well.
'We are working with the NZMAC to identify other medicines that may contain sildenafil as well.'
The company said the counterfeit Viagra tablets could be found in a variety of countries, including the United States, where it is sold.
The company also is working with New Zealand regulators to identify and stop the sale of any medicines containing sildenafil.
